Why people look

The spreadsheet is not the problem. It is the evidence.

Every operational workbook is a record of something the software stack could not answer. The overtime tracker exists because the scheduler and the timekeeping system disagree. The coverage grid exists because nothing compares published hours to expected demand. The site exception list exists because there is no place where an exception lives.

That makes the workbook a good specification and a bad system. It states precisely what is missing, in the operator's own language, and it fails in the specific ways that hand-maintained data fails: it goes stale between updates, it acquires undocumented rules, and it stops when its author is on vacation.

The useful move is to read the workbook before replacing it. If the replacement cannot answer the questions the spreadsheet was built to answer, the spreadsheet will survive the project, and now there are two systems.

Most replacement projects fail on the fourth question rather than the first, and the fourth question is answerable in an afternoon.

    Work out what the workbook is actually for

    Most contain three or four distinct questions bolted together over time. Some are single-system questions the source could answer today; the cross-system ones are the real requirement.

    Ask: List the questions this workbook answers, and which systems each one needs.

    Find the undocumented rules

    There is always a column with a manual override, a site excluded for a reason nobody remembers, a threshold set from experience. Those rules are operational knowledge and they will not migrate on their own.

    Ask: Which cells are edited by hand every week, and why?

    Establish who currently maintains it and what that costs

    Usually several hours a week of someone senior, and it is invisible because it never appears on a budget line. It is also the honest baseline for any replacement.

    Ask: How many hours a week, at what level of the organization?

    Test whether the source data is actually available

    Some workbooks exist because a system has no usable export. That is an integration problem and it will constrain every option on this page.

    Ask: Can each column be sourced automatically, or is one of them typed?

    Decide what happens after the answer

    If the workbook's purpose is to trigger a decision every week, a replacement that only displays the number has not replaced it. Somebody was doing the deciding, and that part needs a home too.
